Board of Trustees Release Draft Budget for 2026-2027

At a public board meeting held Thursday, February 19, 2026, the Board of Trustees released the 2026-2027 Draft Budget.

We value pre-budget community consultation, and our trustees truly want to hear from the public. Feedback regarding the 2026/27 Draft Budget can be made by letter directed to the Board of Trustees, by email at budget@pembinatrails.ca or by appearing as a delegation, in person, at the regular board meeting on Thursday, February 26, 2026. Parties interested in appearing as a delegation are required to email their notice to appear and written presentation to Emily Vickers at evickers@pembinatrails.ca by close of business on Tuesday, February 24, 2026.

FUNDING SOURCES

  • The Division has received a slight increase in overall base funding of 1.1% from the province which is not enough to keep up with the student enrolment increases, salary increases and fixed cost increases like utilities. 
  • A modest increase to the mill rate of (9.9%) or on average ($13) per month for the median value household in Pembina Trails ensures the division will continue to provide excellent educational opportunities for all students.
  • The current mill rate for Pembina Trails home and business owners remains the lowest in the city of Winnipeg. 

 

2026-2027 DRAFT BUDGET HIGHLIGHTS

  • Draft budget combined operating and capital expenditures of $272.56 million. 
  • Homeowners will see a variety of fluctuations in Education Property Tax Depending on the value of their home (see Schedule 5 above).
  • Increase in combined operating and capital expenditures of $24.5 million or 9.9%.
