Born and raised in Winnipeg, Kathleen graduated from the University of Manitoba, Faculty of Human Ecology (majoring in Family Economics and Management), and holds a certificate in French Language Studies from Laval University in Quebec. For more than a decade, Kathleen and her daughter, Bailey, have made Waverley Heights their home. She is thankful for the solid educational foundation her daughter has received in Pembina Trails School Division and will strive to uphold our legacy of educational excellence.

After a 30-year career, Kathleen retired from Provincial Public Service. She benefits from experience in a vast number of diverse fields and positions, and each position has afforded her opportunities to expand her expertise and knowledge. Kathleen has held senior level positions with the Governments of Manitoba, Ontario and the Northwest Territories.

As an advocate for children and youth, her passion and enthusiasm for child-centred public policy made her career path a natural fit. Kathleen feels honoured to have contributed to the development of an innovative and nationally recognized strategy of provincial programs and services for Manitoba’s children and youth, in particular during her 14-year career with Healthy Child Manitoba.
